The website has an informative nature and its primary purpose is to acquaint the citizens of Bosnia and Herzegovina as much as possible with the procedure for filing a complaint against the work of police officers
The website "zalbe.ba" was created within the project "Police and Respect for Human Rights in BiH". The project is funded by the European Union through the European Instrument for Democracy and Human Rights. The project started in January 2020, and the estimated duration is 20 months.
Although noble, police work is extremely difficult.
Thousands of police officers in Bosnia and Herzegovina work every day to provide the rest of society with some of the most important needs, peace and security. Without intending to enter into more professional discussions about the importance of peace and security for general prosperity, it is enough to say that without them it is impossible to imagine all those everyday, “small” things or situations that bring beauty into our lives. These values are largely provided to us by police officers.
Just like in every collective, there are good and bad individuals in police agencies. However, although there are far more good ones, it is far more heard about the actions of bad individuals, undermining the trust of citizens in police officers. With this website, we want to help that individuals who do not respect the legal provisions and deviate from the rules of professional conduct are sanctioned. At the same time, in this way we want to give support and show gratitude to all those police officers who, respecting not so simple laws, contribute to our peace and security on a daily basis.
Also, a survey conducted for the project “Police and Respect for Human Rights in BiH” showed that citizens do not know enough about the legal powers of police officers, resulting in not such a small number of reports on the work of police officers that are unfounded. With this website, we want to acquaint citizens with police powers, and thus we will contribute to the optimal use of internal capacities of police agencies and direct as much as possible to those members who are really violating legal provisions.
In addition, research has shown that citizens do not know enough about all available mechanisms to protect their rights in case of abuse of police powers, but also that it is necessary to work as much as possible on the visibility of such mechanisms. That is also one of the goals of this website.
